Las primas de cambio sobre giros la Exterior se cubrirán por los distintos Ministerios y Departamentos Administrativos, con la apropiación del respectivo servicio a que se destina cada giro, cuando tales diferencias de cambio sean de cargo del Gobierno Nacional.
