° Los Municipios que tengan empezadas construcciones escolares, siempre que para ello se hayan ceñido a un plano dado o aprobado por las respectivas Direcciones de Educación, tendrán derecho a un auxilio nacional, igual a un treinta por ciento del valor de la construcción adelantada, mediante avalúo previo.
