Art. 1.° Autorízase ampliamente al Gobierno para que por medio de la Dirección General de Correos y Telégrafos establezca y organice de una manera formal el sistema de giros postales y postales-telegráficos, en el interior de la República, dentro de los límites de veinte centavos ($ 0-20) á cincuenta pesos ($ 50) oro.
