Hecha una petición, el Presidente la pasará con sus documentos en comisión a un miembro de la Junta para que informe dentro de diez días. La comisión dará su informe escrito y razonado, que se agregará al expediente, y terminará con una proposición favorable o adversa que resuelva el negocio. La proposición favorable se formulará así: "Admítase la petición de socorro hecha por N.N. hy coadyúvese ante el Gobierno, a quien se mandará el expediente con dictamen".
