Cuando existan Cuerpos de Bomberos Oficiales y Cuerpo de Bomberos Voluntarios en una localidad o en las áreas metropolitanas y asociaciones de municipios, los Cuerpos de Bomberos Voluntarios, operativamente, estarán sujetos a las instrucciones de los Cuerpos de Bomberos Oficiales.

Cuando las brigadas de bomberos privadas o de las instituciones oficiales, y en general cuando los particulares deciden participar en caso de emergencia, operativamente se subordinaran al Cuerpo de Bomberos Oficial o en su defecto al Cuerpo de Bomberos Voluntarios.
