Para mejorar el nivel de vida de la población colombiana, el Gobierno Nacional podrá destinar recursos para atender programas de inversión social destinados al manejo integral del agua que incluyan, entre otros, el tratamiento de aguas residuales, la reutilización del agua residual tratada y la adecuada disposición o uso de los productos sólidos y líquidos generados por dichos procesos.
