Art. 43. El Gobierno dispondrá que se forme una relación general y completa de todos los empleos públicos nacionales y de los sueldos que les están asignados por las disposiciones vigentes, y propondrá al Cuerpo Legislativo las reformas que estime convenientes, compatibles con el buen servicio público y aconsejadas por la situación del Tesoro.
