Art. 12. El 50 por 100 del producto de la Aduana que conformo a la presente lei se esatablezca en el Territorio del Caquetá, se aplicará al fomento de las obras públicas del mismo Territorio, que designe el Poder Ejecutivo nacional de acuerdo con el del Estado soberano del Cauca.
