De conformidad con lo dispuesto en el artículo 1° de la Ley 7ª de 1944, el "Acuerdo entre el Gobierno de la República de Colombia y el Programa Mundial de Alimentos, PMA, de las Naciones Unidas", firmado el 21 de julio de 1994, que por el artículo 1° dde esta Ley se aprueba, obligará al páis a partir de la fecha en que se perfeccione el vínulo internacional respecto de la misma.
