Treinta días después de expedida la presente ley, los Consulados de la República en Nueva York, Liverpool, Southampton, el Havre, San Nazario y Hamburgo serán considerados, para los efectos fiscales, como Administraciones de Hacienda nacional, y el producto de éllos se aplicará al pago de los servicios diplomático y consular como en esta ley se determina.
