Si en el curso del presente año no fuere posible el ejercicio de la autorización contenida en el artículo anterior, en el Presupuesto de la vigencia fiscal de 1937 se incluirá la partida necesaria para la construcción del mencionado hotel, al apropiar las sumas correspondientes a las obras portuarias de que trata el artículo 364 del Presupuesto de actual vigencia fiscal, quedando comprendida tal construcción dentro de dichas obras.
