Hacese extensivo a todas las vías fluviales de la Nación, en que se halle establecido o se establezcan servicio de navegación, el impuesto fluvial que se cobra en el rio Magdalena, de conformidad con la Ley 32 de 1881 .Parágrafo. Exceptúanse de este impuesto los víveres de producción nacional y los materiales destinados a los hospitales y empresas declaradas de utilidad pública.
