Podrán autorizarse giros por el mercado de capitales para el pago de fletes correspondientes a mercancías con destino a la zona franca industrial y comercial de Barranquilla y a las demás de la misma naturaleza, previa constitución de una garantía que asegure la devolución del valor de los fletes en el caso de que la mercancía sea reexportada.
