El Gobierno tomará las medidas conducentes para conseguir la explotación de los terrenos petrolíferos que la Nación posee en comunidad con personas naturales o jurídicas o con entidades de derecho público, de acuerdo con las normas sobre comunidades del Código Civil y procederá a contratar tales terrenos o con autorización del administrador o de la Junta General de Comuneros.
