El Ministerio de Comunicaciones velará por que los operadores de servicios básicos, que a su vez ofrezcan servicios telemáticos y de valor agregado garanticen la igualdad de condiciones en la utilización de los servicios de soporte. Para ello, dichos operadores, sin perjuicio de los requisitos y condiciones que se establezcan reglamentariamente, deberán llevar contabilidad separada para cada servicio que preste.
