Artículo séptimo. Los criterios que contempla el presente Decreto se tomarán también en cuenta por el Gobierno y sus agentes en los establecimientos públicos y empresas industriales y comerciales del Estado cuando se trate de fijar el régimen de remuneraciones de los funcionarios de dichas entidades.
