El presente decreto tiene por objeto establecer el uso de los recursos recaudados en virtud del numeral 4o del artículo 38-1 de la Ley 397 de 1997, adicionado por el artículo 2° de la Ley 666 de 2001 y las condiciones para el acceso de los creadores y gestores culturales al Servicio Social Complementario de Beneficios Económicos Periódicos (BEPS).
