Articulo 2° . La Corporación Regional Autónoma para la defensa de las ciudades de Manizales, Salamina y Aranzazu adscrita al Ministerio de obras Públicas es un establecimiento Público, esto es, un organismo dotado de personería jurídica, autonomía administrativa y patrimonio independiente, que se organiza conforme a las disposiciones establecidas por la ley 40 de 1971, los decretos 1050 y 3130 de 1968, y las contenidas en los presentes Estatutos.
