El impuesto de avisos y tableros de que trata el artículo 37 de la Ley 14 de 1983 se aplica a toda modalidad de aviso, valla y comunicación al público. Este impuesto será el único gravamen municipal para los casos del contribuyente; lo anterior sin perjuicio del impuesto de industria y comercio que deben tributar las agencias de publicidad por su actividad. Las respectivas entidades territoriales determinaran a través de sus oficinas competentes, los lugares, dimensión ; calidad, número y demás requ isitos de los avisos.
