Art. 11 . Ningún documento que según este decreto deba llevar estampilla, y no la lleve, serpa admitido en las Oficinas públicas, bajo la pena de cinco, diez ó veinte pesos de multa, según la clase de la estampilla omitida, la cual se pagará tantas veces cuantas estampillas se omitan y le impondrá el inmediato superior que tenga conocimiento de la falta. En la misma pena incurrirán los que no las anules como se previene en el artículo que sigue.
