Art. 13. Las disposiciones sobre Promulgación y observancia de las leyes, son aplicables a las Ordenanzas en cada Distrito, y regirán desde el día de su publicación, á menos que en ellas se fije una época posterior.

Con todo, las Asambleas pueden reglamentar este punto como á bien lo tengan, sujetas sólo á esta restricción: ninguna Ordenanza podrá ser obligatoria en una localidad antes del día en que pueda haber sido conocida por sus habitantes.
