De los afiliados forzosos. Deberán afiliarse forzosamente al régimen que se establece en el presente Decreto, les trabajadores nacionales y extranjeros que presten; sus servicios a patronos particulares mediante contrato de trabajo o de aprendizaje; los funcionarios de seguridad social a que se refiere el Decreto 1651 de 1977, y los pensionados por el régimen de los seguros sociales obligatorios.
