La Nación subvencionará con seis mil pesos anuales la creación y el sostenimiento de sendas Escuelas de Artes y Oficios en las capitales de los Departamentos siempre que éstos inviertan igual suma anual en dichas Escuelas y que en ellas se den las enseñanzas teóricas y prácticas que, atendidas las necesidades y condiciones peculiares de cada localidad, determine el Ministerio de Instrucción Pública, oído el parecer de los respectivos Gobernadores.
