Articulo 28. El Instituto estará sujeto a las reglamentaciones y control _fiscal de la Contraloría General de la Republica, de acuerdo con las disposiciones vigentes para los establecimientos públicos:

Parágrafo

Los funcionarios de la Contraloría General de la República que hayan ejercido control fiscal en el Instituto y sus parientes dentro del cuatro grado de consanguinidad o segundo de afinidad, no podrán ser nombrados ni prestar sus servicios en él, sino después de un año de producido su retiro.
