El Gobierno, en consideración a la formación integral y especial en el campo social del Administrador Policial, como gestor de ambientes generadores que estimulen la productividad y coadyuven al desarrollo del país, creará estímulos y líneas especiales de crédito que permitan adelantar proyectos de investigación tendientes a mejorar la seguridad pública y privada.
