Art. 3° En cualquier tiempo pueden asimismo denunciarse ante el Tribunal Superior que reside en la capital del Departamento las ordenanzas a que se refiere en la parte final del artículo 1º; pero en este caso el Tribunal se limitara á aparejar el expediente y remitirlo al Consejo de Estado para que este decida el punto en una sola instancia.
