Artículo segundo. Lo dispuesto en el presente Decreto se aplicará dejando a salvo las situaciones subjetivas y concretas originadas en la propiedad privada del subsuelo, debidamente reconocida y mientras conserve su validez jurídica o en actos administrativos, tales como licencias, permisos, concesiones o aportes ya perfeccionados.
