Los contratos que el Gobierno celebre en virtud de las autorizaciones que se le confieren por el artículo 1º de esta Ley, únicamente necesitarán para su validez de la aprobación del Consejo Nacional de Vías de Comunicación y de la del Poder Ejecutivo, previo concepto favorable del Consejo de Ministros.
