° Las disposiciones del presente Decreto, no solamente se refieren a la carga despachada en las Aduanas, sino también a la mercadería que, en cualquier forma, se envíe por las oficinas postales. En consecuencia, la Oficina Postal de San Andrés y Providencia no dará curso a ninguna encomienda, para cualquier punto de la República, sin que se compruebe que se han llenado las exigencias del presente Decreto y queda obligada a dar a quien corresponda, los avisos de que trata el artículo 3° del presente Decreto.
