Artículo segundo. Igualmente autorizase al Gobernador del Departamento de Santander para que, sin sujeción a las disposiciones del Código Fiscal del Departamento, en cuanto a enajenación de bienes, celebre con la Empresa Colombiana de Petróleos contrato de compraventa del lote de terreno a que se refiere el artículo anterior.
