En el evento que se presenten varias solicitudes para prestar el servicio comunitario de radio difusión sonora en un mismo municipio, distrito o localidad y que todas ellas cumplan con los requisitos previstos en este Decreto, el Ministerio de Comunicaciones para otorgar la concesión preferirá a aquellas comunidades organizadas que agrupen el mayor número de afiliados, previa verificación de la disponibilidad de frecuencias para el municipio, distrito o localidad respectivo.
