Art. 11 . Ningun documentos o escrito que, segun esta lei, deba llevar una o mas estampillas, i carezca de este requisito, será admitido por ningun empleado o funcionario público nacional o de los Estados, residente en el territorio de la Union. El empleado o funcionario que contraviniere a esta disposicion, incurrirá en una multa de cinco pesos por cada estampilla omitida. La multa será impuesta por el inmediato superior que tu viere conocimiento de la infraccion, e ingresará en el tesorero nacional, i el documento, escrito o espediente seguirá su curso legal.
