En la ciudad de Bucaramanga y en el lugar público que designe la Academia de Historia de Santander, se erigirá un busto en bronce del Ilustrísimo señor Doctor José María Estévez, y en el pedestal se colocará una placa del mismo metal con la siguiente inscripción; "La República de Colombia honra la memoria del eminente patriota bumangués Ilustrísimo señor Doctor José María Estévez".
