Autorizase ampliamente al Gobierno Nacional para estudiar y construir de manera directa, o por medio de contratos que celebre al efecto con personas naturales o jurídicas, la ejecución de la referida vía, pudiendo aplicar a este objeto las partidas que por leyes vigentes se destinan a la construcción de la vía del Sarare, y demás elementos pertenecientes a ella.
