º. Por razones de conveniencia o de seguridad pública, el Gobierno podrá denegar las concesiones de arrendamiento que se le pidan, reservándose expresar las razones que le asistan para tal denegación. En los términos del presente Decreto quedan sustituidas las disposiciones de los artículos 5° a 16 del Decreto número 742 de 1923 y las de los Decretos 1290 de 1928, 2101 de 1938 y 2256 de 1939.
