Las entidades de carácter universitario que aspiren a la consecución de licencia de funcionamiento, deberán comprobar plenamente que su fundación obedece a una necesidad social y disponen de los elementos indispensables para cumplir sus propósitos. Las Universidades integradas por Facultades clásicas o tradicionales deberán dedicar parte de su presupuesto al fomento de los estudios humanísticos; las Facultades Técnicas deberán destinar parte de su presupuesto a la investigación científica.
