Los municipios a los que se les reconozca la excepción podrán, en el marco de sus funciones, usar parte de los recursos para propósito general del Sistema General de Participaciones y del Sistema General de Regalías, para la financiación de la prestación del servicio de transporte escolar rural avalado mediante el reglamento de carácter especial y transitorio.
