Art 3° Decláranse también libres de pago de derechos de importación todos los efectos u objetos destinados para el uso de Hospitales o Casas de piedad, o de Establecimientos de beneficencia y de educación que se hallen a cargo de las Hermanas de la Caridad, o para el uso personal de estas, siempre que tales Casas o Establecimientos sean públicos o cedan en beneficio del público a juicio del Gobernador del respectivo Departamento, cuya certificación será suficiente para que la exención se haga efectiva.
