Artículo quinto. Queda prohibido a los Departamentos, Intendencias, Comisarías y Municipios establecer impuestos directos o indirectos sobre formularios, sistemas de apuestas, etc., que se realicen en los hipódromos del Puerto Libre de San Andrés y Providencia país, distintos a los establecidos en los artículos primero y segundo del Decreto extraordinario número 1092 de 1956.
