El ingreso de productos de fabricación extranjera a una zona franca industrial no estará sujeto a la obtención de registro o licencia de importación, pero requerirá autorización previa de la gerencia de la respectiva zona, que la impartirá o negará conforme a los reglamentos de la entidad. La introducción de mercancías provenientes del territorio nacional a zona franca industrial no constituye exportación.
