Las Universidades Nacionales y Oficiales que reciban aportes del Presupuesto al ICFES y al Ministerio de Educación Nacional-Oficina Sectorial de Planeación Educativa-para su visto bueno, quienes a su vez darán traslado de los mismos al Ministerio de Hacienda y Crédito Público-dirección General del Presupuesto-para su aprobación definitiva.
