Por medio de esta Ley se adoptan medidas tendientes a racionalizar y disminuir el gasto público, garantizar su financiamiento y reasignar recursos hacia sectores deficitarios de la actividad estatal, como condición fundamental para mantener el equilibrio financiero y garantizar el cumplimiento de los principios de economía, eficacia y celeridad en el uso de los recursos públicos, de conformidad con lo dispuesto en el artículo 209 de la Constitución Política.
