El capital inicial de la Empresa es de dos millones ochocientos mil pesos ($ 2.800.000), aportado por el Estado colombiano, y está constituido por la totalidad de los bienes muebles e inmuebles que fueron adquiridos por el Gobierno, de la Compañía Telefónica Central, según escritura pública número 1349, otorgada en la Notaria 1ª de Bogotá el 29 de mayo de 1947.
