Artículo segundo. Todo establecimiento destinado al expendio de bebidas fermentadas para el público deberá reunir las condiciones higiénicas y requisitos de personal, muebles, utensilios y local que prescriba el Ministerio de Higiene para restaurantes, bares y cafés, etc., y prohibese a sus propietarios admitir en dichos establecimientos a menores de 20 años, así como a los adultos que conduzcan niños. Los establecimientos de bebidas fermentadas que funcionan actualmente llenarán estos requisitos dentro de los plazos que señale el Ministerio de Higiene.
