º . El Administrador del puerto se cerciorará de la veracidad de los planos y presupuestos, y si llegare a una conclusión satisfactoria, autorizará la introducción o el transporte, según el caso, por escrito, que contenga la clase y cantidad de elementos y materiales autorizados, en forma que se puedan identificar fácilmente en cualquier momento. La autorización tendrá carácter personal e intransmisible.
