Art. 2.° En la Escuela normal de cada Estado podrán admitirse, a costa del Tesoro nacional, hasta doce maestros de escuela, con el objeto de que perfeccionen su educacion técnica i adquieran los conocimientos necesarios respecto de los sistemas de enseñanza.
