Articulo13. Autorízase al Gobierno para establecer hasta dos fábricas de municiones y de pólvora de guerra en los lugares de la República donde lo estime conveniente y para fundar, en los puntos más apropiados del país, los criaderos de ganado caballar y mular destinados al servicio del Ejército, para lo cual importara los sementales que crea necesarios.
