El reconocimiento, la ordenación y el pago de los gastos nacionales quedan sometidos á la observancia de los siguientes preceptos reglamentarios, sin perjuicio de que por las oficinas reconocedoras, ordenadoras y pagadoras se dé cumplimiento al mandato imperativo de la ley.
