º Contratos verbales. Cuando no se exija contrato escrito, su valor se reconocerá por medio de acto administrativo debidamente motivado, que se expedirá una vez recibidos los bienes, obras, trabajos o servicios. En estos casos la realización estará precedida de orden escrita del jefe del organismo o entidad, o del funcionario a quien se hubiere delegado la facultad de ordenar gastos.
