Articulo tercero. El Ministerio de Hacienda y Crédito Público queda facultado para expedir los pagarés respectivos, ciñéndose para tal fin a las estipulaciones del contrato que celebre con la Empresa Colombiana de Petróleos (Ecopetrol), el cual sólo requerirá para su validez la aprobación del señor Presidente de la República, previo concepto tlel Consejo de Ministros, y la posterior revisión del Consejo de Estado.
